1. Objectives
GO has the opportunity now to achieve more than just the primary objective of physical and functional integration of the existing two IT units. Rather, GO can transform its IT organization to achieve the following additional valuable objectives
1. Achieve cost efficiencies through elimination of duplicate applications, infrastructure, and resources, and through ongoing judicious management of these portfolios.
2. Retain and enhance agility through utilization of lean processes and creating a mindset of thinking ‘outside the box’ amongst the IT teams to develop quick alternate technology solutions for business problems.
3. Create a mindset of technology innovation within IT and ensure that it is tied to business goals.
4. Ensure that critical business data and IT infrastructure are robust and do not become potential single points of failure that could adversely affect business performance.
2. Implementation of IonIdea’s Recommendations
Substantially, the IT Organization recommendations made by IonIdea on Feb 26th 2008, needs to be implemented over the course of next 6 to 12 months. Doing so achieves the primary objective of physical and functional integration of the existing IT teams at GO.
Additionally, implementing the IT Applications Portfolio, IT Infrastructure, and IT Business Alignment recommendations, along with improvements to sourcing strategies and operational readiness, and will help achieve the other objectives.
3. IonIdea Responsibilities
IonIdea will take responsibility for successfully building the new IT organization. IonIdea will deploy the Interim CIO. The IonIdea team that developed transformation recommendations will support the Interim CIO. While IonIdea has deployed the Interim CIO, it will
• Take responsibility for the transformation of the IT organization, including detailing the transformation process and managing change.
• Bring together the existing IT teams. Evaluate existing IT resources and help GO make the right decisions on the size and talent required in the GO IT organization.
• Source additional IT talent if required to augment or replace existing IT staff.
• Take responsibility for ongoing IT projects and new initiatives.
• Take responsibility for implementing the IT Applications Portfolio, IT Infrastructure and IT Business Alignment recommendations as appropriate.
• Take responsibility for ensuring that right processes are in put in place in the IT department to support the business units proactively and reactively, and for aligning IT with Business needs.
• Take responsibility for transforming IT to be innovative so as to be able to deliver new products and services to GO’s customers
• Take responsibility for identifying the replacement for the Interim CIO and transitioning the responsibility to a permanent CIO.
In addition, IonIdea will
• Take responsibility for reviewing and recommending alternate sourcing strategies for applications, infrastructure and resources to GO’s executive management in order to achieve increased cost efficiencies, business agility, and innovation.
• Take responsibility for examining operational readiness and for recommending and implementing disaster recovery solutions that are blessed by GO’s executive management.
4. IonIdea Authority
For IonIdea to take on responsibilities listed, and to deliver as promised, GO will have to appoint an IonIdea recommended executive as the Interim CIO, and empower the Interim CIO in following manner
• Executive management support from GO. Periodic and timely access to GO’s executive management to seek approvals, report progress, and to escalate issues.
• Appropriate authority, required by CIOs, to effect positive change within the IT organization, and for delivering as per commitments made to GO’s executive management and to IT’s customers.
• Decision making authority on prioritizing IT activities and deliverables, based upon existing IT budgets as well as commitments made by IT to GO’s business units as well as to GO’s executive management.
• Decision making authority with respect to the process, methodology and tools used by the IT organization in its effort to serve it’s customers as per committed SLAs.
• Decision making or strong influential authority with respect to people selection and management in the IT organization. This includes issues such as hiring, training, retaining, promoting, compensating, motivating, rewarding, recognizing and firing.
• Decision making or strong influential authority with respect to sourcing and selection of solutions and path forward in the case of GO’s technology infrastructure, to ensure that it meets current as well as anticipated business needs.
• Influential authority with respect to operational processes in GO’s commercial units that IT serves, to be able to help them extract further business operational efficiencies.
5. GO Responsibilities
• Empower IonIdea’s Interim CIO with the authority specified, and provide executive management support as necessary for the success of the project.
6. Critical Success Factors
The following are critical to the success of the project
• Authority vested in the IonIdea Interim CIO as required
• Having IonIdea’s interim CIO report directly to top executive management at GO (CEO / COO)
• Communicating the path forward for GO’s IT clearly to the IT staff
• Putting in retention plans to retain critical IT staff in GO’s internal IT organizations
• Developing and being ready with a back up plan to replace critical IT staff that cannot be retained.
